University Grant Commission has issued a new notice on 3rd march in which study rules of foreign diplomats has been changed now . They should have student Visa for their regular study in India and they should not be permitted , even only they have diplomatic visa but not student visa . This is the order of Govt. of India's ministry of External Affairs . This order will apply now all Indian college and Institutions of India. see detail here
